Dr. B.L.Deekshatulu has distinguished himself through his research and technological contributions in the field of Control systems, Digital Image Processing and Remote Sensing. Prof. Deekshatulu obtained B.Sc. (Engg. - Electrical) degree in 1958 from the Banaras Hindu University and M.E. and Ph.D. degrees from the Indian Institute of Science (I.I.Sc.), Bangalore. He was awarded Martin Foster Medal by I.I.Sc., for Best Ph.D. thesis. He joined as Lecturer in 1964 at I.I.Sc., Bangalore and became Professor in 1970 and continued in that position till 1976. He has contributed to the growth of control systems through research and a Master Degree Program. Dr. Deekshatulu visited USSR during 1968 as a Government of India delegate for setting up “School of Automation” at I.I.Sc., Bangalore.

Dr. Deekshatulu worked as Visiting Scientist at the IBM Watson Research Centre, New York, and at the Environmental Research Institute of Michigan during 1971-72, working on Digital Image Processing and Remote Sensing. He designed and fabricated for the first time in India at IISc., Gray scale and color Drum Scanners for Computer Picture processing which has subsequently won him and his group a NRDC Award.

Dr. Deekshatulu joined the National Remote Sensing Agency, Hyderabad as Head, Technical Division in April 1976 and became Director in January 1982, promoted to the grade “Outstanding Scientist” in July 1989 and “DISTINGUISHED SCIENTIST” (grade of Secretary) in July 1995 and retired from NRSA in October 1996. He has been responsible for the upbringing of the National Remote Sensing Agency in all its facets, for executing National and State level projects in many disciplines of Remote Sensing applications and also placed NRSA in the International Scenario.

He has over 115 research publications to his credit. He has guided 12 Ph.D. Scholars and over 50 M.Tech. students' dissertations. He has visited 27 countries in the world. His current interests are Remote Sensing Data Analysis, Digital Image Processing and Neural Networks.

He is fellow of Indian National Science Academy, Fellow Indian Academy of Sciences, Fellow National Academy of Sciences, Fellow Indian Institute of Engineers (India), Fellow Indian National Academy of Engineering, Fellow Astronautical Society of India, Fellow Aeronautical Society of India, Fellow Association of Exploration Geophysicists (AEG) India, Fellow of Indian Geophysical Union (IGU), FELLOW IEEE (USA), Fellow IETE, Fellow Indian Society of Remote Sensing (ISRS), Fellow AP Academy of Sciences, Fellow Computer Society of India (CSI), Life Member Biomedical Engineering Society of India, Life Member of Indian Physics Association (IPA), Life Fellow of Indian Academy of Medical Physics. Fellow Indian National Cartographic Association (INCA), Fellow National Academy of Agricultural Sciences, India, Fellow Indian Meteorological Society, Life Member Instrument Society of India, Life Member System Society of India and Fellow THIRD WORLD ACADEMY OF SCIENCES (ITALY).

He was awarded National Systems Award – GOLD MEDAL for the year 1974, the Bharat Ratna Sir M. VISVESWARAYA AWARD for “Outstanding Engineer” in 1984 by AP Government and Institution of Engineers, AP Centre; Vikram Sarabai Memorial Lecture Award by IETE in 1985, NRDC Invention Awards in Jan. 1986 and in Aug. 1993, and Dr. Biren Roy Space Science Award in 1988. Awarded “PADAMSRI” medal in Jan. 1991 by President of India, Awarded BRAHM PRAKASH MEDAL for significant contributions to Engineering Technology by Indian National Science Academy, 1992. Recipient of U.B.Raghavendra Rao Award by Kinnera Art Theatres for ”Outstanding Scientist” in April, 1993. Awarded OM PRAKASH BHASIN AWARD for Science and Technology for 1995. Received “Sivananda Eminent Citizen Award” from Vice President of India in Dec. 1998. He was Chairman, National Committee on International Geosphere, Biosphere Programme (IGBP) during 1994-97, Chairman of Remote Sensing Applications Missions, India 1987-96. Awarded Boon Indrambarya GOLD MEDAL by Thailand Remote Sensing and GIS Association in November 1999 in Hong Kong for contributions to Remote Sensing. Awarded 2002 Aryabhatta Award by Astronautical Society of India, for life time contributions to Remote Sensing.

Dr. Deekshatulu was a UN / FAO consultant in Beijing during November, 1981. He was the Government representative in the UN/ESCAP/RSSP Directors' meetings and Intergovernmental Consultative Committee meetings from 1985-95. He was a UN/ESCAP Senior Consultant during September-November, 1996. He has about 15 years teaching/research experience and 30 years of technical/administrative experience.

He was Director of Centre for Space Science and Technology Education in Asia and the Pacific (CSSTE-AP), Affiliated to the United Nations, IIRS Campus, Dehra Dun, India from November 1995 to April 2002. Responsible, with the help of Dept. of Space Organisations, in conducting long & short duration courses in the areas of RS & GIS, Satellite Communication, Satellite Meteorology & Global Climate, Space & Atmospheric Science, for students from 39 countries in the Asia Pacific region.

Presently, Dr. Deekshatulu is an ISRO Visiting Professor in the Dept. of Computer & Information Sciences, University of Hyderabad. Currently teaching and pursuing research in Image Processing.

Summary of major Contributions

•  Contributed to the establishment of “Servo mechanisms and Applied
    Electronics” ME degree course at IISc, Bangalore during 1960s.

•  Contributed to the establishing and growth of control systems, Image
    Processing, Remote Sensing at IISc, Bangalore from 1960 to 1976.

•  Contributed to the growth of Remote Sensing and its multifaceted
    applications in India while serving at NRSA for 20 years (1976-1996).

•  Contributed to the growth of the UN Regional Centre CSSTEAP thus helping
    39 Asia Pacific Countries in capacity building in Space Science and
    Technology and Applications (1995-2002).

•  56 Film Recorders have been sold by M/s Speck Systems Ltd., India,
    manufactured under Technology transfer from NRSA for which
    Prof. Deekshatulu was a leader.

Thus Dr.Deekshatulu has been an excellent Researcher and a builder of Organizations.
