Introduction


This conference is being organised as the third in a series of regional space law conferences initiated in 2001 by the International Institute of Space Law with the aim of bringing space law and policy specialists together in a specific region to discuss topics of particular interest to that region, thus allowing interested parties from various backgrounds to meet and interact with experts from all over the world and promoting mutual understanding and cooperation for the benefit of all parties.

It will soon be eight years since the United Nations adopted the Declaration on International Cooperation in the Exploration and Use of Outer Space for the Benefit and in the Interest of All States, Taking into Particular Account the Needs of Developing Countries. India was one of the key states in achieving this declaration, and the time has come to conduct a first general assessment as to what extent the benefits of space and space activities have actually materialised, focusing in this regard on the developing countries in the Asia-Pacific region.

The IISL is very pleased to co-organise this third Regional Space Law Conference in cooperation with the Astronautical Society of India, with sponsorship of ISRO and Antrix Corporation .

The meeting will be held back-to-back with a Conference organised by the International Academy of Astronautics (IAA) on Advances in Planetary Exploration, and joint Opening and Closing sessions will be organised.

An excursion to the ISRO centres will be organised on the last day of the conference.

THE INTERNATIONAL INSTITUTE OF SPACE LAW


The International Institute of Space Law (IISL) ( www.iafastro-iisl.com ) was founded by the International Astronautical Federation (IAF) in 1960.The IISL replaced the Permanent Committee on Space Law which the IAF had created in 1958 under the chairmanship of Andrew G.Haley. The IISL has held over 40 annual Colloquia on space law in many nations. Proceedings of these Colloquia are published annually by the American Institute of Aeronautics and Astronautics (AIAA). The IISL presently has individual and institutional members in over 40 countries.

The Manfred Lachs Space Law Moot Court Competition is organised each year by the IISL. Preliminary competitions are organized each spring. The winning teams of the preliminaries meet in the final round held in conjunction with the annual IISL Space Law Colloquium and are judged by members of the International Court of Justice.

THE INDIAN SPACE RESEARCH ORGANISATION

The Indian Space Research Organisation
( www.isro.org ) is the national space agency of India with the responsibility of developing India's Space Programme. The prime objective of ISRO has been to develop space technology and its application to various national tasks. ISRO has established space systems like the Indian National Satellites (INSAT) for telecommunication, television broadcasting and meteorological services, the Indian Remote Sensing Satellites (IRS) for resources monitoring and management and has indigenous launch capability through Polar Satellite Launch Vehicle (PSLV) and Geo-synchronous Satellite launch Vehicle (GSLV).

The Astronautical Society of India (ASI) ( www.asindia.org ) was set up in 1990 to foster the development of astronautics in India. ASI is engaged in dissemination of technical and other information related to astronautics by conducting technical meetings, bringing out technical publications and organising exhibitions. The society is also playing an active role to promote the interests of other developing countries in the field of astronautics through the International Astronautical Federation, Paris , in which the ASI is a voting member. The society with a membership exceeding 1100 enjoys a wide patronage among professionals associated with astronautics in India.

CONFERENCE VENUE

The Conference will be held in Bangalore at Hotel Atria ( www.atriahotel.com ).

Bangalore is the capital of Karnataka State, and is located in the southern part of India. Bangalore has a population of 5.68 million and is ranked as the fifth largest metropolis of India. REGISTRATION FEE

A registration fee of US$300 will be charged to all participants except students and teachers. The fee includes conference materials, several meals and one professional excursion, but does not cover hotel accommodation including breakfast, optional sight seeing or other incidental expenses.

Rates are exclusive of taxes but include complimentary Breakfast.

One day's room rent deposit by credit card authorization is required.

For booking accommodation, please send the Accommodation Form to the Secretariat and ensure that credit card authorization is there.

For Indian delegates, accommodation in specific Guest Houses and Budget Hotels (limited accommodation) is available. Guest House/Budget Hotel accommodation will be allocated on first-come, first-served basis.

One-day room rent deposit in advance is required when booking accommodation.


GENERAL INFORMATION

•  LANGUAGE

The official language of the Conference will be English. 

•  AUDIO-VISUAL EQUIPMENTS

The technical session in the Conference will be equipped with computer projectors and overhead projectors.  Apart from this, a computer will also be available for use by delegates. It is advised that power point files are available in advance for presentations.

•  PASSPORT AND VISAS

A valid passport with a visa endorsement is essential for entering India and arriving at Bangalore.  It is recommended that the nearest Indian Embassy be contacted in good time for obtaining visas and other details.

In case an invitation letter is required for obtaining the visa please write to the Conference Secretariat.

•  ARRIVAL IN BANGALORE

On arriving at Bangalore, transport and reception will be provided by the Conference Secretariat, if the details of arrival have been intimated.  Otherwise, taxis are available for reaching the hotel (about 10 kms from Bangalore Airport).

•  WEATHER/CLIMATE

The weather in Bangalore in June is usually rainy and pleasant. The daytime temperature would range from about 20-26 deg. C. 

•  ELECTRICITY

Electricity in Bangalore is supplied at 220V / 50 Hz throughout the City. 

•  CURRENCY AND BANKING

The Indian currency is the Rupee (Rs.); indicative exchange rate is approximately US$1= Rs.45.00.

Rupee notes in use are 1000, 500, 100, 50, 20, 10, 5 and smaller denomination coins.  Foreign currency or traveler's cheque can be exchanged at the Hotel or at special currency exchange service bureaus in the city. 

Major credit cards are acceptable in all stores and most hotels and restaurants.

•  COMMUNICATION

Telephone and fax services will be available at the Hotel Business Centre for the participants. 

A few computers with Email and Internet facility would be provided at the Conference Secretariat for delegates.

•  TOURS AND TRAVELS
